Description:There are three raw material policy programmes at national level in Germany: the federal government’s Raw Materials Strategy (RMS), the German Resource Efficiency Programme (ProgRess I und II) and the “Strategy Paper on Extractive Resources in German Development Cooperation” (EZRoh). These are formulated and coordinated by different federal ministries, namely the Federal Ministry of Economics and Technology (BMWi), the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the Federal Ministry for Economic Cooperation and Development (BMZ). The programmes are anchored in partially very different policy discourses about raw materials including economic, environmental and development policy, in particular. As to be expected given the variety and heterogeneity of the respective stakeholders, raw material policy is pursuing a wide range of overarching objectives that are, however, accentuated very differently by the strategies mentioned and implemented by the corresponding policy instruments. In view of this broad range of targets, it is essential to identify harmonious objectives and consider potential conflicts when developing raw material policy strategies and selecting suitable policy instruments. The objective of the analyses in the RohPolRess project is to identify points at which the coherence of raw materials policy can be improved. Possible intersections between the different raw materials policy programmes are identified at the level of targets, policy instruments and actors, and practical recommendations are made based on theoretical considerations and processed empirical data. Specific points to improve the coherence of German raw materials policy resulted from 12 short analyses of selected topics made within the project.
